Gods and their idea of having fun by poking the mortal realm and watch how it turns out, hoping for something new beyond their expectations.
Given the whole thing could have legitimately destabilized Gensokyo due to Reimu being mortally wounded, I'm surprised Yukari or another certain god did not have words with Hecatia over her screwing with the paradise they created. Maybe she could've taken Yukari in a fight since she's Eiki's boss, but the Great Dragon? That is a much harder sell.
Zounose keeps using the word "kyou" as an abbreviation for "Gensoukyou", never writing the whole word. I've generally translated it as "land" for now, but the proper name would definitely fit in some of those contexts. Probably not the only thing in need of rewording.
A pretty unusual Zounose comic, now that I think about it. Grimdark yes, but not that gory, and a literally apocalyptic scenario as opposed to his usual... slife-of-life stuff, if you can call it that.
Perhaps Zounose is depicting Hecatia like ancient Greek mythology gods, the ones that are callous to mortals, stupidly powerful, and does whatever they want just cause.

Well, Hecate is a Greek deity after all, and so is Chronos (whom she mentions by name).
And the Olympians were known for being capricious bastards. Even Hecate's most benevolent and primary aspect, Artemis, was short-tempered and vicious. All that is why Heca is one of the most dangerous characters in Touhou, worse than the likes of Seija and Seiga combined and then some.
I have no fucking clue why any of that shit happened. This doujin is a bloody mess and the only good thing about it is Marisa's characterization. After Curse of The Red Ink I hoped Zounose moved from his edgy nonsense, but I guess I was wrong.

Every time I open a Zounose pool and see people grumbling about "edgy nonsense" I suddenly think about Ugatsu Matsuki and I smile.
