He is rather unique in his destruction, and it is relatively important for Touhou's lore. If you have to name actually pointless characters, look at Daiyousei and Koakuma, that are basically fanon characters and get votes just because of Cirno and the SDM denizens. Personally, i like how he went so high.

The Akis are Stage 1 cannon fodder, and Minoriko in particular shows up, gets mad at Reimu over a compliment, and picks a fight over being told her perfume smells delicious, because Reimu is "an insolent human who doesn't show a goddess the respect she deserves." Like, what!?
and Yumemi is a PC-98 from Dim.Dream who has no relevance to Gensokyo at all, making her right around Medicine-tier.

As for Yumemi, despite her significance in the story --
including giving Reimu a nuclear-powered robot maid and giving Marisa an ICBM
-- her only official appearance was in the PC98 games. Apart from Alice telling Reimu that their meeting in PCB wasn't their first meeting, and Yuuka's pre-battle comments to Reimu in stage 6 of her POFV story, there is no mention of any kind whatsoever of PC98 canon in the post-EOSD era. Yumemi might as well try her luck in a "most popular Star Wars character" poll for all the good that would do her.

First time someone has been out and out killed since the spell card rules, and its an affirmation about the rule and values of gensokyo (he was exterminated despite not having any present intention to harm anyone, but because he was a human who intentionally wanted to become a youkai).
Also because the spells that he created is what allowed him to return as a spirit, which relates to what Ibraki was doing in her series (which if I remember right, was trying to prevent people from returning after death to do mischief).

Many of the really dark aspects of Gensokyo that only gets alluded to, is depicted in all it's terrifying glory when mister Fortune Teller shows up. I don't think anyone can look at Reimu the same way again after reading this chapter.

That's the thing about Yumemi. The ramifications of her actions at the end of Touhou 3 are so story-breaking that she feels almost like a bad fan-fiction character. Even if some fans have done great things with her, her one official appearance is so poorly done that I can't ever see her climbing out of Aki-tier.
That said, I'm surprised that Komachi is so far below Eiki-sama, and Eiki is nearly top tier, despite the fact that Komachi gets so much official screen time and Eiki doesn't.

To be fair here, one of the things about the dialogue in Touhou games is that everyone's an asshole that's hammered out of their mind, a weirdo that's hammered out of their mind, or just someone that's batshit insane. Especially before Touhou 12, which was the game where the early bosses started to become at least semi-relevant to the game's plot.

Its heavily alluded that lots of other things have been getting killed, too. Just that these were the only ones we saw get killed on-screen. This sort of thing is still rather rare, though.
I mean, I believe it was the first or second book of the series where ZUN outright says during the afterword that for the most part the series is just people running around, getting drunk, having fun, and playing magic paint ball.
Forbidden Scrollery is just meant to be one of those darker-in-tone entries for the series. Same with Wild and Horned Hermit, which while not to the same extent as FS, its slowly getting there.

Reimu didn't kill him because he was a human who intentionally wanted to become a youkai, but because he was a human villager who intentionally became a youkai.

It's been hinted at being this dark for quite some time now, even ignoring some of the game's villains attempting genuinely evil stuff that could kill many innocents (Yuyuko risking people starving due to her extended winter, Remilia's eternal night likely would have destroyed crops in the human village, Okuu looking to turn the surface into a nuclear wasteland).
Even Byakuren, Ms. "Youkai and Humans for Equality" herself, admitted in Post Symposium of Mysticism that Gensokyo was basically a farm for gods and youkai with humans (or, rather their 'faith' and 'fear' respectively) as the cattle.
Gensokyo was created for the supernatural's sake, not for humans' sake.

And now he is ranked 60, he jumped 17 places, not character has jumped this fast before.
He just got a boost from Japanese fans. And for someone who say this guys has important role in FS story so he deserve this place. Look at how he is above Mamizou AND Akyuu, really? A human get killed by Reimu, yeah I agree this mark a change about he we see the world Gensokyo, but I dont think he deserve a better place than Mamizou and Akyuu do. My statement end here.
