That's how you're supposed to play the Cleric anyway. Healing is for after combat.
Depends on the game. Many classic JRPGs actually directly encourage constant heals, especially by making bosses "endurance matches" where success largely depends on simply being able to heal all damage every turn while still managing to have at least some damage output, and either enough MP capacity or MP restoration items to outlast the boss.
In any event, in most Neptunia games, heals are what Compa and Gust are for.
