Apparently, it's mostly folkloric. The scientific gist seems to be that the concentration of body fats and a lower center of gravity in female corpses might make them more likely to float face-up, but there are too many other factors to call it a solid rule.

Ah cool, I knew it was a river but I couldn't figure out what river it was. Smart move to check a map of Tokyo Bay. Never would have thought of it.
