They're banned for the majority of the year in my country, since they tend to do nasty stuff to airplane engines and civilian housing. They don't call 'em "Zhuge Liang's Firebombs" for nothing.
Off-topic note: We always get news of someone's house burning down because of those paper lanterns. Every year. Especially around early November and around New Year when they're launched by the million over the span of a few hours.
