I believe there's a legit military thing that's at least similar to this, actually.
European countries do use this stance, but it's actually worse than a regular sitting open legged or cross legged position. Spotter and Shooter have to control their breathing to make the shot, and the spotter is not free to witness shots and make corrections or even to provide security.

Tewi is a rabbit, yes, but not one with any real formal combat expierence. She's also rarely shown to be especially involved or close to Reisen and would probably not be to keen on sticking her tush in the air to help reisen shoot without deliberately throwing off the shot to mess with her.
Youmu is a more common pairing, especially in relation to anything remotely fighting related, since they are both servants of rather airy masters and both have a pretty strong military tradition (Youmu is a samurai/Gardner and Reisen is a deserter/pharmacist) so it makes sense to have them portrayed with Reisen as the sniper and Youmu as the spotter.
Also touhou is known for how malleable its characters are with pretty much everything being up to fan interpretation.

I don't like what you're trying to imply. Tewi is more of a partner to Reisen than Youmu could ever be and they've at least been featured together in official works before. It doesn't matter how many YoumuxReisen pictures you've seen or how many doujinshi you've read. Throwing away your superficial reasoning, they really have nothing to do with each other and it's impossible to see anything meaningful occur between them. In short, YomuxReisen or whatever is in poor taste (like many other "common" pairings).

Excuse me for laughing out loud here. Poor taste? Imply? Official works? Superficial Reasoning? Impossible to see anything meaningful occur between them? ROFL!!! This is Touhou we're talking about here, a universe known for its vast number of different interpretations by its fans and even its creator - which officially to some degree is inspired by the different interpretations by its fans. The artist who drew the picture above, drew it the way he did, because that made sense to him or amused him, not because Reisen+Youmu is a common pairing, one that makes sense or is in any way official. It was purely personal preferences. Similarly, fans are free to interpret any image how they like.
It's Touhou, so throw away your logic and common sense, it doesn't work in Gensokyou.

Their partnership in official works wasn't what I would call a "partnership" as much as a comedy routine, with Tewi endlessly pranking or otherwise making Reisen's life miserable.
The sudden -4 score applied to all the comments in the middle of the conversation this morning regardless of which side the poster was on is kinda entertaining.
