All I know is the ending has to do with Ron Paul, the Liberian candidate for America's president. He's viewed by most Americans as a paranoid conspiracy nut, so maybe that's the joke. Of course, that's just a guess.

Ok, I was just trying to help explain.. Damn, you're really one to jump on someone's back about something huh? F.Y.I. I got the Ron thing from the end part where it says R-R-Ron or whatever. I only did read it over once as I don't waste my time with stupid crap.. So I apologize for trying to help and giving "wrong" information (I put it in quotes as I'm still not sure about it). You really should be more tolerant with people.. Now I remember why I stopped using sites like these. >-<

And I'm afraid I don't get the joke behind this. Is this exaggerating real events and parodying them in the form of a Mahjong game? Or is it just meant to be random and nonsensical?
