The Three Fairies of Lights have English-sounding names, but when Cirno heard Clownpiece's name, she acts as if it's the first time there's a fairy with a name like that, disregarding the fact that those three came before Clownpiece.
Come to think of it, none of the fairies that have formal names have Japanese names. ("Daiyousei," of course, is an ascended fan name and doesn't count.)
Cirno's name is an example of Wasei-eigo. An English word (Chill) modified by a Japanese particle (-no).
Actually, since the only fairy missing from this strip is named "Lily White", and since "Daiyousei" is just a placeholder name, Touhou canon may as well be that all fairies have English based names.

On a side note, there's also a cloud called cirrus, it produces falling ice crystals. That "icicle fall" is quite easy, though, since the crystals evaporate before reaching the ground.

If you want to go deep into fairy lore, mermaids and certain supernatural/mythological beings are considered fairies, so Wakasagihime has a Japanese-sounding name.
Being from the Greek Underworld, Clownpiece technically is a foreigner.
Where does it say she's from the Greek underworld? I always figured she was palling it up with the SA crowd, since they already have tons of unnamed/unintroduced yokai.

Clownpiece seems to be based on Lampads who are servants of the Greek goddess Hecate...
