No disrespect, but after looking at the new girls I think Zun's starting to run out of ideas.
Crossing my fingers real hard that the whole story actually is a wacky fever dream.
Really? I think these new girls suggest the opposite, personally. If he really were out of ideas, then I suspect he would have done what everyone expected and make the Watatsuki sisters bosses and call it a day.
Well, Clownpiece and the EX boss do have weird designs. They just don't blend with anything else, and I think i'll never like Hecatia's balls hanging from her neck.

Still, the story and culprits DID surprise me.
Story wise, the game is good. Music wise too. But those designs on Clownpiece and Hecatia, what the hell, man. :D

I have been feeling the same way since double dealing character. Of course, I still like Toho and I still think Zun is a talented genus but there is a point to where things get a bit redundant or off.
I will be buying Legacy of Lunatic Kingdom because Imperishable Night is my absolute favorite addition to the series. I love the cold war and dystopian stories that that game spawned and I hope Legacy of Lunatic Kingdom helps reinforce that idea. But then again, it might not. (I still really wished Reisen was equipped with a more "lock stock and barrel" firearm than that silly loudspeaker) Lame!
I don't know. Clownpiece is pretty damn cool and creative since I never would have expected something like that. If he has ran out of idea he would just copy and past previous character's head and recolor.
Although, it's usually the same comment every time new characters come out. People always complaining about Zun running out of idea or just hating on the new girls. I remember when Hatate came out people were having heart attacks and vomiting blood as they were yelling about how much they hate her. It was fun.
Also, the lack of rule 34 disappoint me. I guess people really are more into Kancolle. *sigh* That's just sad now.
Clownpiece is a composite character. She is supposed to be based on the Lampades, the underworld nymphs who serve Hecate and can drive men to madness with their torches. She is also obviously a crazy clown, which is why she has a jester's hat. And the reason why she wears American colors is mainly a psychological weapon against the Lunarians.

That's exactly how i feel. We just need to get used to them.

I remember people complained even about Koishi when she came out. That she looked "bland" and that ZUN was starting to suck on character creation. They also complained about Utsuho because she looked "dumb" and her wings looked like "pillows".
I enjoyed all of Touhou 15's characters, except for Junko. Clownpiece and Hecatia are a little on the weird side, but now I'm more or less used to them. Sagume is a ok, but I can't bring myself to like Junko's flatness. I know it was done on purpose, but that still doesn't make her any better of a character to me.
EDIT:

Remember when people used to complain about Touhou pics overfilling danbooru? Now they're complaining over the lack of them. Ha.
I really like the design of Clowpiece, lots of nice little touches like how she has stockings but no shoes or how her danmaku makes it look like she's swinging her torch. As far as it being weird, it's the Lunarian kingdome =_=; what did you expect

She's not even from the moon, she's from hell! Which is arguably an even weirder place.
And look at Koishi now, she was able to topple out Reimu for being number one in the Recent Popularity Poll.
I don't think anyone would have expected her to be a crazy little girl stabbing and gutting people with extreme brutality while talking on a phone to her imaginary friends.
I just thought she was a cute little girl with a funny looking hat like every others in the game...
Not sure what people are talking about with this whole ZUN running out of ideas crap. Look at these damn characters they're wacky as fuck and are completely different from each other. How is that running out of ideas? Does anyone complain that most of the Kantai collection deigns look the fucking same? They even have to come out with redesigns since even the artist know they lack originality. Granted I love Kantai but these arguments make no sense.

And to tie it all together, her torch also represents the Statue of Liberty’s, which means enlightenment, as Clownpiece believes insanity brings out one’s true strength. Absolutely brilliant.
