Not to diss on Kancolle, but I don't think that's going to help much. If you insist, give Aya some booster or plane fins as well. There's no use arguing about who's the fastest because it'll only provoke tireless debate. Especially if people argue about how things work differently and their type is different. Perhaps the best way to do it is through using Gundam-verse, due to the equally advanced technology. Pick any water-based unit and flying-unit and see which one is generally faster.
And no. I can't say it's a fact, but tengus are generally portrayed as really fast mountain monster/spirit, even outside of Touhou. Look in most games featuring one and their speed is mostly higher than the general monsters in its area. This fact is pointed in Touhou as well, especially for the crow Tengu. And coincidentally, Aya isn't the only journalist tengu around so pursuing news can't exactly be a magical boost or anything.

Regarding the Zero Fighter Plane from that comic, it's interesting to think that its reputation may affect its performance in Gensoukyo. But I think that was just a case of her camera being the issue. At best, Aya's camera is just a digital camera, if not analog. Same reason why Hatate is using flip-open cellphone instead of a smartphone. That's just how Gensokyo works. Since it's probably not a high-speed camera, the pictures came out blurry. Not because Aya couldn't keep up with it. In fact, since she managed to get that many photos(one even caught the body clear enough for us to know it's an airplane), is proof that she could see and catch up to it. But her camera couldn't. Just my opinion.

Not debating if she's faster than Aya. Aya is in the "very fast" kind and her "fastest" I believe is like the fate altering weapons in Fate series (as in, "she's the fastest because that's how it should be and it will be")

BTW, wouldn't KanColle and the Abyss ships be more at home on the moon ? Although it's not like the Lunarian would be happy seeing creatures living in their empty oceans

Oh, forgot to quote the guy before you. I wasn't accusing you of that, really. But some of them are directed to you. And was there anything like that in the Fate/Nasuverse? I know you meant Gae Bolg, but that one is more like "it will never miss, so it won't". It's the trait, not a measurable one like strength or speed. I don't think there's anything like it that has something to do with stats, they're all given ranks no matter how much the description says "the strongest strike or fastest steed". You need to be haxxed to the max to get an EX like Ea does.
Like I said, the type already tells which one should be faster. Well, normally they should. Not saying that Shimakaze is only as fast as the spec says, of course. She should get a boost like how their shells and missiles get one. The problem is that Air vs Sea thing.
I don't think the Lunarians would like some man-made beings, even if they're the ships' spirits, stepping on their land or sea.
I don't know, but from the pic it's pretty obvious that Aya is having a tremendous edge over Shimakaze.
Look at Shimakaze's face, she looks like she's totally having a hard time with Aya. Her tattered clothes only add more to the impression that she's on the losing end.
Aya on the other hand, seems like she's having fun. Her clothes are in good condition and she's actually wearing her characteristic cheeky smile.
