It's common practice where I live. The places without these are usually roadside carts (don't have the space for the newspaper stand) or recently opened shops (don't have any papers in stock to begin with).

I read the news in my cellphone; I barely eat outside. The only newspaper that I read is the one that I work in.
This actually happens pretty often to me. My friends made faces just like Aya and Hatate when I accepted their offer, which I thought was not that big of a deal, but to them or people in general were quite ridiculous. Maybe I'm just ignorant. But of course, I'm nowhere as generous as Byakuren.

In Japan newspapers are still quite common. I once had a tech-phobic boss that would buy me English newspapers so I wouldn't "read the computer news" (aka what I would tell him I was doing online during my breaks).

It's pretty impressive the amount of tecnophobics in Japan considering the fact that a lot of people around the world see this country as a meca of tecnology and computers.

That's one common misconception about Japan. Once you actually live there for a while, it'll hit you just how not up to date the majority of Japanese people are in terms of technology. It has something to do with how expensive new tech is in Japan, and also that people don't really like change, so updating their technology isn't really desirable to them.

Exactly. Lots of people there aren't used to their own technology, especially when they have some crazy stuffs. Here's an article (Cracked, so don't look if you don't like it). This is pretty much because, like in other parts of the world, some people don't like changes. I still use Nokia C1-01, since I'm not really into gadgets. Besides, it does its job well enough.
