That's bopomofo instead of Japanese. It's what China used to use as phonetic symbols before Pinyin, but now it is mostly only used in Taiwan. Bopomofo is sometimes used (informally) for emphasis or onomatopoeia, so it is, in a sense, kinda like Taiwanese katakana.

ㄆㄨㄆㄨ is bubu, or 卟卟, onomatopoeia for a car revving up. The closest English equivalent (in this context) would be "Whoa Nelly!"
