Nope. Pixiv tags have no real fixed definitions; their Pixpedia entries hardly ever describe strict criteria for whether an image should be tagged a given way or not. We use our own home-grown tag definitions on Danbooru, and while yuri is one of the fuzzier ones, this image doesn't fit.

Actually, no. Only tags with an asterisk next to them were added by the artist; the others are tags added by other Pixiv users. You're right, though; this image might maaaybe be yuri if the artist tags, title, or commentary indicated so, since "romantic act" is a very difficult thing to define.
Tags are for plausible interpretation which enable image searching. If you don't want to think this is yuri, don't. The yuri tag should be present because it is useful for people who want to search for images with females showing affection for each other, which this image fits.
