Who put this into the nostalgia pool? Are there really people out there who wanted to eat a girl's hair, only to find out that she was stuffing her shirt with bread in their childhood?

I think it might have something to do with the bread, but I'm not really sure. Was pokémon bread a thing back in the days?
Might have something to do with the bread being around in Japan since '99. Apparently it came with Pokemon stickers, but the bread didn't taste very good, so kids just wanted it for the stickers. Outgrow the stickers, forget about the bread... till now.
If it was so nostalgic for the Japanese, I suspect they would've sold better...
Anyway, isn't the nostalgia pool for things that actual Danbooru viewers would be nostalgic over? As in, references to the way things actually were (especially in terms of technology or pop culture) in the 80s or 90s? I don't see how 'merch from a foreign country you probably never knew existed (the 'merch, not the country) could remind you of your childhood.

The nostalgia pool rarely makes any sense. Most of the time, it's just used for any random anime (especially mecha) older than twenty years. Still less pointless than "Awesome Mecha", though.
