There is a "Parent" field above the tag list when editing where you can add the parent's ID. You can also put "parent:1234" where "1234" is the parent's ID in the tags themselves.

I read the rule and it says hardtranslated images are discouraged. But doesn't explicitly say they're never allowed.

Pictures can be lost due to various reasons and sometimes only the hard-translated copy is still around. This is why it is discouraged instead of outright unaccepted. It is only for times when you want to upload an image but you are only able to find the hard-translated version. Since the hard-translated pictures you've uploaded already exist as their original versions here, these won't be accepted.
