You can buy it at Cosmo Canyon, but you can also get Twin Viper at Shinra right afterwards so this pinwheel has a limited period of use.
When I first played the game, I thought, "Why not just use Wind Slayer with double growth rate?", and didn't buy it.
I'm not sure if the 4 gauge cold-air resistance downgrade is enough for the EC.
