I guess it´s just "touhou thinking". It took me 10 whole seconds to figure out it was Santa and not a gap. That or the fact that it looks more like a line than Santa.
I think the Aki sisters are more likely horrified at what kind of "Mcdonald´s" they just went to.

I don't see Flandre. I see what appears to be Rumia's amulet-ribbon in the nightsky, along with the lock of hair it's tied around. The artist may be going for an idea that the amulet remains visible even when Rumia is cloaked in darkness.
Of course, I also see Rumia depicted on one of the signs.
