The rule that loli and shota are limited to Q and up is from before Safe was replaced with General and Sensitive. A Sensitive rating is now sufficient for these tags.
Not all S posts need to be tagged with these. Mild cases that aren’t completely SFW but not too suggestive don’t require the tag. Horou’s attire isn’t enough to qualify on it’s own, but I still believe the fact she’s deliberately making a v-shape with her fingers over her navel would make this borderline.
