Meiling is a extremely average youkai, power-wise. She doesn't have the extreme strength Suika might have, or the outrageous firepower of Yukari or Yuyuko, or even a hax special ability.

Thus, her technique helps her be competitive. Trope up 'Weak but Skilled'.

No, she is not a dragon youkai. There is only one dragon known to exist in Gensokyo, and it is the highest ranked god there. Kryptik is right on the money in his assesment of Meiling-merely average for a youkai in terms of power, but a highly skilled martial artist. After all, she has much longer to hone her technique and learn new ones than any human could ever hope for.

While that is true she's currently average on the power scale, she manipulates Qi...and if she can do even half of the things legends have Qi manipulators doing, then she has a good chance of being a power house when she's matured. However, even now, I'd say if it wasn't for Danmaku, she would probably be one of those Youkai that, while not overtly powerful, would still be fairly respected.

Meiling, she's an all-rounder. She's fairly powerful, probably much much more powerful than we usually think. But she has the particular weakness of being a powerful all-round fighter as well: she's vulnerable against beings that have very specific strange powers. Problem is, most touhou characters fall under that category. In short: 'strong ≠ victory'.

Maybe she knows Baji Quan and Pi Gua. Wikipedia says there's a proverb about them: "When pigua is added to baji, gods and demons will all be terrified. When baji is added to pigua, heroes will sigh knowing they are no match against it." (八極參劈掛，神鬼都害怕。劈掛參八極，英雄嘆莫及)
