From what google mangled of that note, it's that the A!Otter is temporally anomalous as well. I don't really trust google's translation, but if A!Otter is a time traveler, it could be the first otter, last otter, or even an uroboros. Nothing mentioned of the flowers. They're just flowers that sprout and take root in places you really don't want them to. Like your brain.

My guess? Considering the anomolous nature of this place. The cursed(?) Otters might very well be future version of the the "current" Otters. Still doing their mission of exploring and understanding this place, but likely a bit more mad (or sane? who knows?)
But yeah, I agree that they are likely either the Original one or something from the future.
The Anomalous Otter's input being ten digits, even more than for the alien floor, can be explained because she moves along the time axis as well as through space...! Yeah, that'll work.

Funny thing, this one doesn't have the flower stick or the associated wounds(?)/ tentacles. It could well be that this is it chronologically "younger", at a point where it didn't know of the existence of the stick... which the Giant Otter Squad revealed the existence of, and its properties, to thanks to their fierce battle. It's death may be set in stone, but as a time traveler it can harass them as long as they keep exploring, and exactly because its death is a set point in time they cannot kill it "before" that, and not before it has the stick. Well, not without creating a time paradox...
I just came to a realization that A!otter doesn't need to go near the elevator or the clone room as she already has one strapped behind her. so she can go anywhere and make cones at will. Clone room also has the same panel.
