"Fairly Lax" for shipgirl regulations is a fitting phrase for this commander considering a good chunk of his activities would be consider "fraternizing" to the extreme.
Mistranslation on last bubble of panel 3: 「まあなんだ。。。つまり俺がいいって言ったらいいみたいな感じわけで。。。つまり問題ないぞ」 [That is...basically, if I say that it's fine, it's fine so...there's no problem.]

There are many ways that Kancolle fits the "Mildly Military" trope, but the rampant cross-rank fraternization implied by the ring system (and of course the many fan works that don't even bother with a ring) is probably the most egregious.
And of course it's not just the ring system. Kancolle is fundamentally a galge game. Fraternization is built in.

Is that so...Co... Commander...!Eeeeh... to tell the truth...I would...Perhaps... that is to say...Well, it's like this... What I say goes, and that's the end of it.If I... said that I also wanted to sleep with you...Could this mean that you wouldn't have a problem with it?... so nah, it wouldn't be a problem.Oh come on...The buck still stops with whoever actually controls the base. While the regulations regarding shipgirl activities during peacetime are fairly lax...
