Anime related doesn't mean related to a specific series/copyright. If you were familiar with those documents maybe you'd realize that. Being on Pixiv doesn't somehow make this relevant. And a slippery slope argument would actually help the case for deleting this image. If this is acceptable, why not the millions of low quality scribblings of lowres outdoor scenes like this? There are certainly background and scenery pictures here but the difference is they are actually good.

I find this criticism overly concerned with process. A flag is a flag, and an approver knows when they see one not to just weigh the merits of a flag reason. They should know that a post needs to meet criteria regardless of what it may be flagged for and they are ultimately judging posts, not flag reasons. This image is a pathetic parody of what quality means on this site. "Good enough" should never be the metric for quality on here. The only thing that could be said in defense of this pedestrian, uninspired, basic illustration is that it's "enough" for this site. Not that it stands out, not that it shows great talent, or even that it would be missed or remembered. It has utility purely as being a piece in an archive, but so would furry porn or stock photographs of woodland ducks.

The same accounts for Approvers: It's an ideal that you are describing, but the approval process doesn't work that way since flags also "manipulate" Approvers and if they can't work with a flag reason, then they most likely see no reason to let the flag come through.

Pissing people off isn't a big concern. There are people who will always histrionically react to their precious upload getting hit with a flag or like cd young who comment qua comment because anything being potentially deleted sets them off. All that you are describing isn't important to me. It was flagged for reasons you find objectionable but still are leaving room for it to be flagged but with a reason more appropriate to you. If someone else were to flag following the criteria you have laid out I would approve of that.
