Cicada don't have antennae like that. It's a roach. Some species of which CAN fly.

I stand thoroughly corrected! (OBJECTION!) Although the antenna could be an artistic license, courtesy of insect characters design, such as Wriggles, despite the fact that fireflies do have antennae, however on behalf of design choices, sparrows do not have fuzzy ears. We might never never know the answer. Flan broke the evidence.
In all seriousness, I do believe you, as searching up "Flying cockroach" does reveal they have hind wings as portrayed here.
This can only mean, Sakuya has been slacking on her duties and an untidy mansion has brought along a roach infestation.... again.

Or it could just be taking shelter in the nice dry mansion after a heavy rainstorm. (At least one exterminator has told me that some cockroaches do that.)
