It would be pointless to go long game, here. She's not struggling when he's being a total dope and groping her, so if he applied any smoothness at all, she'd say yes.
And as for being THAT dense, he failed to recognize what "Daisuki" meant because he apparently didn't QUITE hear the 'ki'.
I'm starting to suspect some sort of hypnotic suggestion that makes him incapable of recognizing that Kiso is a woman (possibly placed by a destroyer who doesn't want him running off with anyone but her...) because there's no way anyone wouldn't recognize that Kiso is just waiting to be asked at this point.
