If I were going strictly for logic, Cirno probably doesn't even know how to cook. Although a frozen frog might be edible if it were prepared and that was the one thing she knew how to make, I wouldn't bet my health on that (even skilled chefs don't know how to prepare a frog).

Seija could be a good cook for herself, but would probably screw other people over if asked to cook for someone. She might be backwards enough that she actually likes awful food anyways.

Medicine might (or might not) mean well, but she's a poison youkai, so it'd be like every dish is fugu levels of dangerous, and Kaguya is cannonically a bad cook if I recall.

My bet would be on Patchy. Even if she doesn't cook, I could still hope that a wizard's level of knowledge imparts some basic understanding of how food is made, and that she doesn't just decide to blast it all with magic and ends up serving Cthulhu on a plate.

Seija obviously the one who can cook a good food. Considering her personality, she will cook you a bad food, but her "bad" is our "good".

I guess I should have expected it, but really, they're selling themed/skinned basic foods at a science-based place? It just feels kinda cheap, I guess. I mean if the food is good, wonderful, that's cool. But if it's just a cheaply made basic food sold at a premium because 'science', bleh. Still it's kind of amazing he can find new food stands just about anywhere. XD
