Can we really be sure that's Itou Makoto? The artist wasn't the one that added that tag.
Edit: Oh wait, it's the same artist that drew him with the other Girls und Panzer girls, so it probably is him. Not sure if that's enough to justify us adding the tag, though.

Unless you're talking about a different post, then no, the artist did not add it. If you view the Pixiv post while logged in, you'll see a plus symbol next to the tags. Click on it and it will give you the option to add and remove tags. The only ones that can't be removed are the ones added by the artist.
For this post, the only one that is locked is #ガールズ&パンツァー, which is just the copyright name. That means #伊藤誠 and #嫌な予感しかしない were added by someone else.
