Artist name is "花辺" according to the Pixiv bio, artist is Chinese. Went with the simple "pixiv13573939".

No, that was just my naive artist scraper adding any URLs it finds in a user's profile. I've gone and fixed artist #74511.
artist #176029 (tea-supun) and artist #166960 (mike590922) are the same person. What is the best way to resolve that? Each only has a few pictures.
The artist uses 茶 匙 on pixiv and 茶匙 on twitter/plurk. Twitter handle and pixiv stacc are tea_saji.
When uploading an image I noticed a wiki had already been created for this artist, instead of an artist page.
Could this get deleted, to create a proper artist page.
UPDATE: It's been deleted but it still won't let me create the artist page, still says "Error: Name conflicts with a wiki page"
