They seem like the same thing, to me, and skirt_pull is used more along with being the standard with other *_pull tags.
Is there any reason why we should use skirt_down as a separate tag?

I assumed that skirt down was for images in which a character is standing or kneeling and their skirt has fallen to the ground. Something like post #793749.
The description of skirt_pull in the wiki is also too restrictive with its
When a skirt is being pulled up or down for the purpose of dressing or undressing
Also: pants_pull and pants_down

Which is good enough for me although wikis need clarification. pants_down says "on their thighs or lower" but pants_pull has no alias and I'd think the pants would need to be significantly farther down than the thighs to warrant separate tags.
Same for skirt.
