Afaik, it's part of the school uniform. Besides the most common yellow hat discussed here, other headgear are also possible as part of the uniform, including berets and sailor-style hats (post #390583, post #433388), etc. Here's a sampling from a merchant: http://www.shibahide.co.jp/cgi-bin/shibahide/siteup.cgi?category=1&page=5
As such it might be tricky to accurately define what a kindergarten_hat tag should include.
One might think that the two tag search kindergarten hat would work, but it also brings up other kinds of hats matched with kindergarten uniforms.

Yeah, plus there are posts with that hat that aren't tagged kindergarten at all, like post #638125 or post #84787.
Anyway, if we made a tag for this it could work like randoseru, i.e. not too restrictive regarding design or color, but mentioning in the wiki that the yellow ones are the most common.
I got curious and took a look at the English-language Wikipedia. No sources and no applicable terminology, I am afraid, yet these quotes might be of some interest:

EDIT: I copy-pasted a few lines of text from the Shibahide site (linked by R0d3n7z) to the Google translator. One of the lines, 黄色い帽子(交通安全帽子), produced "Yellow Hat (hat Traffic Safety)". My imagination would develop a traffic_safety_hat tag out of that.
Could one of you moonrune readers perhaps take a look at the Japanese-language Wikipedia? With some luck, you might find the perfect tag exactly for that pith-helmet-shaped children's traffic safety headwear.

The yellow hats are called yellow hats. The general category is called 通学帽 (tsuugakubou / school commute hat) on Wikipedia.

Then they should be tagged as such. Indeed the girl's black hat in post #638125 is another fairly common variant of these hats.

Takes some guts from me to try and correct you, but it appears that "yellow hat" covers more than the pith-helmet-shaped ones. Another category title from the Shibahide site auto-translated: 黄色い帽子(黄野球帽) → "Yellow Hat (yellow baseball cap.)"

WWWJDIC lists gakubou (学帽, school cap) as an entry. +1 to school hat, as it seems to be a nicely inclusive tag.
I don't see anything to alias to it; just a new tag to use.
I would suggest the following implications, though:
1. school hat → hat
2. school hat → school uniform
Since everybody seems to agree on school_hat, I went through kindergarten and tagged the appropriate posts.
I also made a school_hat wiki. Check it out in case anything needs to be added or clarified.
Wiki looks good. Implicated to hat, but as Log mentioned school_uniform might not be correct in some cases, e.g. post #482772.
