Elena artwork question... help wanted desperately, please!

Hiya!

I recently found a piece of Elena (from Street Fighter) artwork on Gelbooru that i'm extremely interested in finding out about. The artwork is at this URL:

I'd really like to know who the artist is, and whether the piece is fan-art, or official artwork. Apparently the piece is a scan, so if you could tell me where it was scanned from, i'd appreciate that too.

I'm not asking for a freebie; if someone can help me out with this, i'd be willing to pay them for the time and inconvenience spent on finding the answers for me. This really is a matter i'm very interested in resolving!

I don't know, but the image is on Danbooru as post #534088, so why are you bringing up a different image board? Also, see forum #14897 (the rules). The forum is not for asking about images.
