rename pcb_silkscreen_(medium) -> circuit_board_(medium)
pcb_silkscreen_(medium) is a rather niche tag. post #5380030 contains no silkscreen (it uses the removal of soldermask and copper). Its probably best to rename the tag to unify all types of printed circuit board art (3 posts total) under a single medium. I also expanded the name to circuit board to avoid unfamiliar abbreviation for people who are not electrical engineers.
