Should we tag people appearing in video in the background?

Some posts have a recording of themselves with other people and those characters are also present in the foreground, are they included in the counting of people?

2girls and 1boy in the foreground

so, if I get rid of overlapping characters, the posts will have the tags: 2girls, 3boys

I've read in a post 15 years ago (topic #3782) that you should tag only the prominent features of the image, what do you guys think?

In this case, I would tag who is present on the scene, so the 2girls and the 1boy. Whoever is on TV screens, posters, paintings, unless they are the focus of the picture, doesn't count towards these tags.
