I dont think generally thats how tags work here? There's plenty of terms on this website that have english translations, but the native ones are used. You can navigate chinese clothes on its wiki too. The tag seems to be doing just fine without a needless translation, if anything "cloud collar" is vague and i feel like people would add clothing with cloud symbols in the collar area.

This isn't renaming the tag, it's just a utility alias so people can type the English translation if they don't remember the Chinese name. We have many aliases like this.
