I disagree - part of the importance of zettai ryouiki is the miniskirt.

Zettai ryouiki is about several factors:
1. Thighhighs for emphasis on the legs
2. The contrast of the thighhighs with the exposed skin above them
3. The gap between the top of the thighhighs and the hem of the skirt
4. The inviting possibility of a panty peek.

Number 4 is why shorts and buruma do not work for zettai ryouiki. A short dress would, provided it only covers about as much leg as a miniskirt would.

Still, because of the possibility of occurrence with a dress rather than a miniskirt, I must disagree with this implication as well.

1, 2, and half of 3 are the basic concept of zettai ryoiki. The second half of three (specifying skirt only) and 4 restrict the meaning unnecessarily. The visual effect is the important part, and that's what we're tagging, and it can come from other articles of clothing.

(And while I know citing Wiki gets people riled up, the Japanese wiki entry for 絶対領域 specifically notes the effect can be reached with スカート、ショートパンツなど "skirt, shorts, etc".)

Stockings are designed such that are long enough to go above the bottom hemline of a skirt; for the purpose of hiding the garters. While their graphical depiction (especially in anime artwork) usually has them lower that's not typically how they are worn. Thighhighs are generally a bit shorter, though if desired can be pulled up enough to go above the skirt line.

Since having 4 (or usually 6) garter straps hanging below the skirt line is usually viewed as unproffesional or just plain tacky, having thighhighs that have the zettai ryouiki effect is not frowned upon and an acceptable way in which to wear them. Zettai ryouiki reflects the fashion choice as well as the visual effect in which to wear thighhighs, whether its intended effect is style or provocative.

The skirt tag fits in when the person is usually wearing something other than a seifuku, much like the tartan tag. While the first thought when hearing the word skirt mentally associates immediately with a mini-skirt, a skirt can be any length; whether its mid-thigh, knee length or longer.
