[APPROVED] Candy tag implications

create implication candy_bar -> candy
create implication chocolate_bar -> candy
create implication chocolate_heart -> candy
create implication chitose_ame -> candy
create implication cigarette_candy -> candy

Reason: With the definition of sweets, candy can be safely be included in it. The rest seem to fall under candy.

Usage of candy currently exceeds that of sweets by about a factor of ten. This would effectively alias candy to sweets (since the number of sweets that aren't candy is small), but still retain both tags.

There are a decent number of savory candies that candy => sweets will wrongfully tag.

I am, however, in favor of most of confections listed being implied as candy.

Removed the candy -> sweets implication, but did the rest.

Personally, I think of sweets as a different category from candy, like cream puffs or cake.
