[APPROVED] [BUR] Colour_hat -> colour_headwear

Reason: As mentioned in topic #16003, this would make these tags useful for tagging colour on anything from helmets to visor caps instead of having seperate tags like black_helmet for example, it would also bring them in line with a lot of other *_headwear tags we have.

I created the Tag Group:Headwear page and migrated entries from hat and Tag Group:Attire over. I also updated all of the COLOR_headwear wikis.

I'm not sure if it's still the case, but it used to be that aliased tags would transfer their current implications to the new tag, so I'd be careful about some of those because they imply hat.

Edit: issue #4206 tells me it's still the case, so "hat" needs to be unimplied too.
