Are two tagging wikis really necessary?

Hello.
Something that has nagging me for quite some time now is the existence of two wiki on how we should tag images.
The wikis are called howto:tag and howto:tag_checklist.

Personally, I think the former is better written while the latter is more complete. The checklist wiki provides you information about the amount of The benefit that howto:tag currently has is that it also explains how we should create new tags for the categories (copyright, artist etc.)
It also tells you that tags shouldn't be subjective.

The biggest problem, however, is that both wikis are supporting two different tagging threshold. In other words the amount of tags that are mandatory. I am fairly aware that it#s hard to tell when a post is tagged sufficiently, but we already have a mention that tells you to add at least 10 gentags to each image. The tagging checklist provides you information what tags should be primarily used.

I want to tackle this part in howto:tag specifically:

Minimal Tagging Criteria
Artist. See howto:artist for more information.

Character. All featured characters must be positively identified.

Copyright. Indicate from which series the characters came from.
*The original tag is used for art that is not based on any established works (anime, game, manga, movie).

Source. The original URL the image was taken from must be provided. If there's no URL, indicate by words from where the material came from (i.e. name of the doujinshi, name of artbook, imageboard, etc)

Rating. Sexual material must be indicated according to howto:rate.

Spoilers. Some images are spoilers themselves, and must be declared with the [ spoilers ] tag.

I think this needs to be rewritten or deleted. But we have to make clear what the minimal tagging criterias are.
The following paragraph is already talking about general tags. I think we should connect these two paragraphs.
The paragraph about general tags also has a small tagging checklist and then link to the tag groups. I think this is already well done but might need some polishing.

In my opinion, we should focus on writing one tagging wiki and nuke the other one and that would be the tagging checklist.
Howto:Tag is already pretty well, but it needs to get updated. The last updates regarding the tagging threshold were done over 7 years ago and our factual usage of tags have changed quite a bit.
