Basing on the wiki description for cross_hair_ornament, x_hair ornament is a type of cross cross hair ornament. The other way around does not apply. So an implication would be better?
That said, I always assumed that cross hair ornament was for the likes of post #2294536 or post #2279725, whereas x hair ornament is for the likes of post #2368996. But the wiki entry for cross hair ornament does allow for a cross-over (no pun intended) between the two, and indeed there are a fair few things (eg. post #2250535) in the cross hair ornament tag which would be just at home in x hair ornament.
Taking into account the relative sizes of the tags as well, though (an implication would flood out the non-x hair ornaments), I would personally advocate changing cross hair ornament to be specifically about the first batch of examples I posted above, with x hair ornament used for the later example.
Yeah, I agree with kuuderes shadow. These are really distinct concepts here. A cross hair ornament tends to look like one distinct object (and often a recognizable symbol like the Christian Cross or Iron Cross), while "X hair ornament" more often looks like two different ribbons or hairclips overlapping with each other to form an x-like shape (and I would not consider that to be a "cross").
