3D, besides being pig disgusting, is generally not on-topic material for Danbooru; note that the 3d tag has a ~33% deletion rate, compared to the ~9% rate for Danbooru at large. Also, that face is in the Grand Canyon of uncanny valleys.
I fail to see how this is "not topical" to Danbooru. It's original art by a Japanese artist, just like so much other art on this site. If it's 3d nature is your only complaint, then I don't share it. I vote to keep it.

"Original art by Japanese artists" is not Danbooru's topical criteria. We have plenty of art from western artists. The criteria is that it must be anime-style.

See the words "highly likely" in the howto:upload quote? Like most rules on Danbooru, exceptions are made for exceptional uploads. This would not be such a case.
I am very surprised to hear you say that, seeing you're a contributor and should know enough about how Danbooru is run.
Danbooru has no iron definition on what images are acceptable and the moderators too are humans and can be subjective when approving posts. They may show more generosity when approving posts (mostly for their hilarity values, beautiful details and so on).
In short, there's little sense defending a post on grounds that previous posts have been approved despite having the same flagging reasons. However, I do notice that other posts with the same 3D girl have been approved. This leads me to vote for the deletion of the entire series of pictures (post #931742, post #905644, etc) or the approval of this image. It may be argued, however, that this one is particularly unsettling and thus should be considered an exception.
