It's classic moe (at least, before 'moe' got conflated with 'cute', 'hot', and a few dozen other conflicting concepts). Think of those videos of newborn deer (or horses, or whatever your personal favorite ungulate may be) trying to walk for the first time: it's not particularly visually appealing, and it's actually kind of bizarre if you really look at it, but it makes you go "awww" with a desire to help the poor defenseless thing. Likewise, taking a tiny, shaking Parsee and putting her in strange and confusing situations is meant to stimulate your desire to pick her up, scratch her behind the ears, let her fall asleep on your lap (or on a shrine maiden's butt, as the case may be).
