She is kind of a jokester in canon and I think the fandom took it to a higher level.
I always really thought of Yuuka as someone that if you showed respect and was friendly and cordial to her, she would respect you and be the sweetest thing ever. Just don't screw around with her and/or be physically mean with her and everything will be fine.
Yuuka would be a great person to sit and have tea with and just talk. I think she'd like that.

I think most of the sadistic portion of Yuuka's fanon portrayal stems mostly from a certain PC98 era quote.
In terms of the in-universe viewpoint of her however, it's probably a result of Yuuka being ancient, powerful, and very reclusive. If you really think about it, she's one of a few youkai that could have a potentially completely alien viewpoint of the world; a human can understand a youkai that grew from a simple firefly or sparrow on some base level. But how can someone understand the motivations of a plant?

too build off of that i would say that she is a tree youkai. think about it. her hair is green and nothing else. plus she is one of the oldest in gensokyo.and a plant. trees can live to be over a hundred years old easilly. to point that out even more is when we first saw her she was dormant/sleeping/hybernating. again trees do that. but that is my theroy anyways

Her power is over flowers. So, if one was to liberally apply it, Yuka would have dominion over almost all plants, since there are very few that don't flower at some point.

Algaes, non-vascular plants (like mosses), spore-producing plants (like ferns), conifers, and a few other species lack flowers. Flowering plants are pretty diverse, though, so that's still a lot of territory.

Yuuka's strength is less about the power she has and more about the fact that she's one of the oldest beings in Gensokyo. Youkai get stronger with age, so...
