Look, when you are able to turn Gensokyo into a disaster movie set by your sole presence, it's not Cirno's childish arrogance who's the problem anymore, it's your own childish notion of vengeance.

Yet again Kanako has set off a disaster because she doesn't understand the forces she is screwing with! With Utsuho she didn't bother to check the moral fiber of the person she was granting god-like power to and Utsuho went off the deep end. Love how people ignore how she went all "Kill everyone aboveground for no real reason!" and then she get's beat up and suddenly calms down with no explanation for why she wanted to destroy the surface in the first place!
Now, Kanako doesn't understand that fairies are literally tied to the forces of nature in Gensokyo (in the Three Fairies manga Yukari even allows the fairies to live in a damaged sacred tree because being forces of nature will allow their mere presence to help the tree heal and grow faster), so powering up Daiyousei has caused nature itself to power-up uncontrollably!

Wouldn't that kind of defeat the purpose of Dai powering up in the first place? If she outright defeats Dai she'll be even more arrogant. Unless you mean her talking Dai-chan down...
