Italian guy here i can forgive the somewhat liberal use of a fascist motto by the artist just because he's japanese and thus he probably doesn't know what italy went through in her civil war.
The Bersaglieri still have the black feathers on their helmets even in active service. I'm pretty sure they still have them when they deploy to Afghanistan or wherever they go.
And, yes, the use of "A Noi!" is unfortunate, but almost certainly not on purpose.
When those uniforms were in use, the motto was actual and, apart for the fact of being tipically fascist, it's not inherently supporting of the fascism (as "Heil Hitler" or "Viva il Duce" for example). Rather, for the same reasons, the banner should have the shield of Savoy. Good job anyway.
