Kuse (癖) does mean "habit" by itself, but the phrase "(no) kuse ni" means "and yet", "though", "when" or "in spite of". E.g.: ガキのくせにあまり大口だな—"You talk pretty big for such a little brat."
That said, it still was a tricky sentence to translate, as half of it is purely implied.
