It might be different per fantasy setting. But from my personal experiances, Hobgoblins were just another variation race of Goblins. Kinda like Horses and Unicorns.
Originally hobgoblins are somewhat malicious counterparts to brownies among the Fair Folk, actually smaller than goblins. Then Tolkien made the mistake of describing them as a bigger, meaner goblin variant. He tried to fix it by renaming them Uruk-hai later, but the damage was done and the D&D definition became exactly that.
THE obvious differences between a goblin and a hobgoblin is comparatively much bigger boobs than the goblin. Also, much bigger weapon,taller,one horn bigger than the other, and lastly her ears are pointed sideways while the goblins' ears are pointed to the back and slightly sideways.
