That miko might very well be the forgotten deity. Lots of subtle implications point that way in her scenario in MoF.

The deity that originally inhabited the shrine left due to Reimu being such a lazy slacker she never preformed all her proper Miko duties. Added on top of that she's actually more a thiest then a devout shinto follower, the power of her shrine has waned to the point that vampires, being repulsed by faith and holy power, can come and go from the premises as they please.

Given the other major theory aside from Mima is that Hakurei Shrine belongs to the Dragon God Ryuujin, and his whole "if I show up for more than five seconds the weather goes straight to hell" issue... yeah, I can see how the place has lost nearly all its mojo. Why bother even sending a tiny little avatar shard if your priest is a lazy bum who doesn't even know your name, despite, you know, you being one of the creators of this whole place she's living in, and one of only a handful of beings that intimidates Yukari.
