Pretty much any body armor could stop .45 ACP. It's a relatively low-velocity, high caliber round, that means it can't penetrate for shit. Furthermore, Reisen uses JHP rounds.
True, body armor rapidly degrades after repeated hits in the same area, but seriously, .45 JHP is the worst thing you can use against body armor. Hell, you'd be better off blundering said person to death with the pistols instead.

The "idea" is common sense if you remember high school physics. The thinner, harder and faster a flying object is (given constant density), the better it penetrates. .45 with JHP bullet is thick, soft and slow. Good for tissue damage on soft targets. Not so good for penetrating BA. It's not exactly rocket science.
