The last name Scarlet(t) is also of (Norman) French origin, and their outfits also resemble French sleepwear. ('though the latter is true for a lot of Touhou characters as well)
Nothing definitive, but preponderance of evidence does suggest France.

So we're pretty much going for French then... French Vampires... that's fairly new on my books, rarely heard they're from France.
Flandres is a region in Belgium as well. So maybe that's how Flandre Scarlet got her name. Its unlikely to make a difference since they are 495 years old.
