Maybe this is not what the artist meant, but there are a few possible explanations:
1. There is a VERY old Chinese lore of "Corpse Walking". It is an act done by witch doctors in which they place a talisman on the corpse's head and kind of "resurrects" the corpse for a while to allow it to walk back to its homeland. The point is that most Chinese are unwilling to die outside their homeland, so this kinds of fulfills their last wish. This is unlikely to be the picture's intent, because if it is, it would be awfully depressing.
2. JiangShi (僵尸), which is basically Chinese zombies, reanimated corpses that walk around with a talisman on their head (presumably when they died), with their arms outstretched and hopes around, in search for flesh and blood to drink and eat. This is more likely to be what the picture is about.
Or, personally, I would say its Halloween, and Meiling is cosplaying as a monster from her homeland.

But in that time, they might be able to bite other people and turn them into Jiang-Shi, and before you know it, we have a full-blown zombie apocalypse in Gensokyo. The moment someone would stop being one, they'd probably get bitten again right after.
