They're mentioned in the dirigible wiki, and some of them are tagged dirigible and some aren't. I don't think it's clear if they should, but I think they shouldn't, since the word implies they're crewed, while kite balloons are unmanned and tethered to the ground
Every time I see someone shooting them down in a match I just keep hearing this: "My balloons...those are my balloons... HE STOLE MY BALLOONS! Why didn't somebody tell me had one of those .... things!? Bob? Gun."
